Finding a suitable property within 1km of the preferred school becomes a very important exercise for many parents.

Even if you are a former student, and have a higher chance of enrolling your child in your preferred school, you may still want to look for a property that's near the school to reduce travelling time.

Primary 1 Registration - What You Need to Know

Purchasing a Property Near your Preferred School

The address used for P1 registration should be the parents' official residential address as reflected on the NRICs. This address will be used to determine the home-school distance category, where required for consideration of priority admission.

Considerations when purchasing a new or resale property near your preferred Primary School:

New Property

The vacant or delivery possession date of the property must be within 2 years of your child’s entry into P1. You must also move into the new property within the same time.

You will need to provide either a copy of the original Sales and Purchase agreement (private property), or a print out of the ‘New Flat’ page from My HDBPage, to the school via email.

Resale Property

You must move into the registered resale property by 2 January of your child's P1 admission year.

You will need to provide either the exercised Option-To-Purchase and buyer's stamp duty certificate (for private property), or a printout of Resale Flat Status from HDB Resale Portal, to the school via email.

Why Distance Matters

If your preferred primary school has more registrants than vacancies, priority admission will be given based on your child's citizenship and home-to-school distance.

Priority admission is given in this order

  1. Singapore Citizens (SC) living within 1km of the school.

  2. SCs living between 1km and 2km of the school.

  3. SCs living outside 2km of the school.

  4. Permanent Residents (PR) living within 1km of the school.

  5. PRs living between 1km and 2km of the school.

  6. PRs living outside 2km of the school.

How Balloting Works

Balloting is conducted when the number of registrants exceeds the school vacancies, which can happen in any phase from 2A(1) to 2C Supplementary.

Computerised balloting will be conducted centrally by MOE HQ. All registrants who are required to ballot are assured of an equal chance for admission into the school. Priority admission to a P1 place in a school will be given based on your child's citizenship and home-to-school distance.

Scenario 1

School A has 50 places, but 75 registrants

Of the 75 registrants:

  • 40 are Singaporean Citizens (SCs) who live within 1km

  • 20 are SCs who live between 1km and 2km

  • 10 are SCs who live outside 2km

  • 10 are Permanent Residents (PRs) who live within 1km

Outcome:

  • All SCs within 1km will be admitted first (40). With only 10 places remaining, the 20 SCs living between 1km and 2km will have to ballot for them. The 10 SCs who live outside 2km, and all the PRs will not be able to get a place in this phase.

Scenario 2

School B has 80 places, but 95 registrants

Of the 95 registrants:

60 are Singaporean Citizens (SCs) who live within 1km

10 are SCs who live between 1km and 2km

5 are SCs who live outside 2km

10 are Permanent Residents (PRs) who live within 1km

10 are Permanent Residents (PRs) who live between 1km and 2km

Outcome:

All 75 SCs will be admitted first. The remaining 5 vacancies will be allocated to the PRs based on their distance to school. The 10 PRs living within 1km from the school will ballot for the 5 remaining places. The 10 PRs who live between 1km to 2km will not be able to get a place in this phase.
